ARCH Member Meeting
Hidden Creek Country Club (1711 Clubhouse Rd)
The Alliance of Reston
Clusters and Homeowners (ARCH) organization has spent a number of
months developing a database of contractors with whom ARCH individual
and/or Cluster Members have had an experience of positive performance.
At a meeting on 27 February, at 7:00 PM, at Hidden Creek
Country Club, the database developer will demonstrate the
functionality of the database and its ease of use to ARCH Members.
In
addition, members will be briefed on current issues and upcoming
activities, including the Candidate Forum on March 3, 2008, and a
Reston Community Planning exercise with Fairfax County Supervisor
Catherine Hudgins.

Annual Meeting/Election of Board Members

ARCH will have its Annual Meeting on Wednesday, June
20th at the RCC Lake Anne, from 7:00 to 9:00 p.m. There will be an
informal meet-and-greet starting at 6:30 p.m. The meeting is open to the
public. Please also invite your friends and neighbors who have an active
interest in Reston issues and opportunities that may impact us all. In
preparation for this meeting please review and consider the following
agenda synopsis:
It is very important that our Members, or folks
considering joining ARCH, attend to learn of ARCH's activities in the
past year and to provide guidance as we plan our activities and
priorities for next year. Several key agenda items must be addressed by
Members:
First, the ARCH Board will present for your approval
the prior year fiscal results and the operating budget for Fiscal 2008.
If our very conservative budget is approved by Members we will announce
the annual dues schedule for FY '08, which again will be substantially
reduced.
Second, we will elect Board members for three year
terms to replace those whose term expires this year. At present we need
at least one General Member who is interested in serving on the ARCH
Board. This may be a member of your Board or any active member of your
association. The time commitment is not substantial and your leadership
efforts will enhance our ability to serve cluster leaders and help

Third, we will brief you on the ongoing activities of
our Issues Committee (IC) and discuss potential proposals and
developments in community the IC may address. Our goal in this regard is
to solicit your questions and feedback to help prioritize and direct our
limited time and resources on subjects of greatest interest to the
Members. The ARCH IC needs more volunteers to help research and document
the merits and concerns of various issues they are directed to consider
by the ARCH Board in response to Member interest. If you are interested
in serving on the IC please call Robert Goudie (703-689-0496)
Fourth, we have a revised plan for a Procurement
Support database that is feasible and practical but success depends on
the active involvement and support by Members. Every association and
many of your neighbors have had experiences with various companies and
contractors that provide products and services other Members will want
and need. We need to confirm that Members recognize the value and need
for such a database and Members will take time to document and share
their experiences. If you or someone you know has experience with web
site design and operation we need help!

Meeting to Review Proposed RA Governing
Documents

The meeting on February 9th is an important milestone in ARCH's
efforts to help adapt and refine the proposed RA
governing documents and
convey essential information to our collective members in a manner
they can understand and hopefully support. Our goal in the
members Meeting is to summarize key provisions in the documents,
sponsor an open dialogue regarding remaining issues or concerns,
advantages and implications, and provide ARCH's Member
Representatives facts each of you can use to help your
constituents make their own informed decision. We sincerely hope
you will carefully consider the information available and take steps
to energize your neighbors to vote.
The most important thing is, every RA
Member should take time to consider the referendum question and
make their vote count. The referendum requires that 40% of
eligible Members vote and if a
quorum is not gained all the resources and money expended to date is
wasted.

The ARCH Board and Issues Committee are
pleased to report the RA Board has given serious final
consideration to several policy issues ARCH raised in our recent
letter to the Board. For example, in the special Board Meeting
on January 17th the RA Board voted 8 to 1 to revise the Maximum
Assessment provisions. We gratefully commend the Board's
response to ARCH questions and recommendations and their continuing
efforts to adapt and refine the documents to satisfy the concerns and
issues raised by ARCH, and many other RA Members, in their endeavor to
meet the current and future needs of the Association.
Please keep the following dates in mind:
- The referendum ballots will be
mailed to RA Members on February 13, 2006
- The deadline for return of ballots
is Friday, March 31, 2006

Member Forum on Proposed Changes to the RA Governing
Documents

ARCH
is sponsoring a Member Forum on Proposed Changes to the RA Governing
Documents on August 24. Since
the issues involved are very important to all Restonians the meeting is
open to the community. Attending
will be Jenn Blackwell, RA Board President, Milton Matthews, RA’s
Executive Director, and Bob Diamond, the attorney the RA Board has
retained to assist in creating the new documents.
“There
is no more important issue locally right now than the proposed changes
to the governing documents, these new documents will determine how
Reston is managed and maintained for the next 20 years.” said ARCH
President
Frank Pfeilmeier
. “We hope that the ARCH
forum will provide RA members with a constructive avenue to learn more
about the proposed changes, and interact with the key leaders on the
issues.”
In
the weeks leading up to the forum ARCH’s Issues Committee will be
researching the key changes to the documents that affect the ARCH
membership, and our findings will be of particular interest to any
member of a Cluster, Condo or neighborhood association.
ARCH Members and other attendees will have ample opportunity to
ask questions, express opinions and gain a balanced perspective this
very important decision.

Hunter Mill District Supervisor's Candidate Forum
The Alliance of Reston Clusters and Homeowners (ARCH)
announced today that it is sponsoring a candidates forum for
those seeking election to the Board of Supervisors from the
Hunter Mill District.
The
forum will be held on Saturday, September 29, from
10 a.m.
to
noon
, at the
Reston
Community Center
’s Center Stage Theater at Hunters Woods.
It is open to the public, and all local media are
invited.
All
the candidates have been invited.
Supervisor Catherine Hudgins (D) and Ms.
Marie Huhtala
(I) have accepted. Mike
“Spike” Williams (I) and Geraldine Butkus (I) have not yet
indicated if they will be able to participate.
The
format will be similar to that used for past ARCH candidate
forums. The forum
moderator will begin by asking each candidate to respond to
several questions determined by ARCH to be important to the
voters of the Hunter Mill District.
Any individual who would like a question to be
considered as one the moderator might ask should send such
questions via e-mail by September 15 to the ARCH President
Frank Pfeilmeier
at arch-pres@restonarch.org.
Following the moderator questions, Q&A with that
day’s audience will be encouraged as in past ARCH candidate
forums.

This will be an important meeting as we
prepare to select two new RA Board members, one At-Large and the
Hunters Woods/Dogwood District representative. The selection of
our representatives on the RA Board has a direct and material impact
on how Reston is managed and grows, and supports ARCH Member needs. With
this in mind, the Alliance of Reston Clusters and Homeowners (ARCH) has
invited all candidates for RA Board seats to attend this
Member Meeting. We have reserved a special segment of that
meeting as a "Meet the Candidates" Event, where you can hear from
each candidate, discuss issues and ask questions regarding issues of
individual interest and importance to you and your association's
members.
Please note, this program is not
intended to replace the Candidate Forums sponsored by Reston
Association and we encourage you and your members to participate in
these events, as you see fit. By policy, ARCH has not or will
not endorse or campaign for any specific candidates for this and other
public elections.
Consistent with our goal of
increasing member awareness on community matters of direct and
specific importance to our Members, the ARCH Issues Committee
surveyed members, prepared a Questionnaire and asked RA candidates to
respond. Prior to the election balloting, we will post candidate
responses on the ARCH Web site (www.restonarch.org)
and provide Member Representatives copies via e-mail.
The meeting agenda will also include an
update by the Treasurer and each of the standing committees. As
we finalize the agenda, time permitting, we may invite one or more
"special guests", and we will allocate ample time to open
Member comments and Q & A. If you have any recommendations
or ideas on topics and issues for this and subsequent meetings please
let me know via e-mail. To help us plan the room seating plan, it
will be helpful if you rsvp to my e-mail, but as always feel
free to just show up and bring your friends.

House Tour

Five
private homes will be open for public viewing - a wonderful
occasion to explore the interior design, architecture,
neighborhoods, and history that are unique to
Reston
.
This
is a self-conducted tour via own vehicle, using the map and
information provided in the tour pass. Starting in September,
tour passes are on sale at
Reston
Museum
at
Lake
Anne
Village
Center, 1639
Washington
Plaza, and also at the Greater
Reston
Arts
Center
at Reston
Town
Center, 12001 Market Street. Tour passes are $20 in advance, $25 day of tour. All proceeds
benefit the Reston
Museum.
